RSUA backs new heat networks regulation

RSUA has responded positively to the Department for the Economy’s (DfE) public consultation on proposals for a Northern Ireland-specific regulatory framework for heat networks.

Framework summary

DfE’s proposed framework would have the Utility Regulator oversee authorisation, compliance and enforcement of heat networks.

The framework would also introduce requirements around registration, metering and billing, information provision and complaints handling, with further measures covering areas such as consumer protection and technical standards to be developed in future.

Public register information

The proposals also include the creation of a public register of heat networks in Northern Ireland.

RSUA recommended that the register should provide the following information for each heat network:

  • Location
  • Number of premises served
  • Current energy source
  • Average annual bill per user

Providing this information could help customers and stakeholders understand what heat networks exist, while also demonstrating their effectiveness and energy efficiency as a means of providing warmth.
