Future of NI Building Regulations Set Out in Move Toward Net Zero
01/08/23
The Department of Finance has launched an important discussion document which details potential changes to Building Regulations aimed at facilitating the decarbonisation of the built environment in Northern Ireland. The topics covered include:
- Conservation of fuel and power
- Ventilation
- Mitigation of overheating in dwellings
- Electric vehicle charging infrastructure to parking spaces at buildings
This pre-consultation will help prepare for significant changes over the next few years including regulations that would all but rule out heating new buildings with high carbon-intensity fuels. It also considers wider issues, such as embodied carbon in materials and background assumptions in assessment methodologies.

The Department intends to run a series of topic-focused engagement sessions during the consultation period which runs to 15 November 2023. RSUA will provide details of these when they are confirmed.
RSUA’s response to this pre-consultation will be led by the RSUA Climate Emergency Committee. If you aren’t on the Committee but would like to assist in the development of the RSUA response, please contact Courtney on courtney@rsua.org.uk or by calling 0748 334 6329.
