Education Authority’s Dynamic Shortlisting System explained


The Education Authority for Northern Ireland (EANI) has recently opened applications to its new dynamic shortlist for architect-led consultant teams. The shortlisting system will be used to appoint architects for a wide variety of construction projects within the education sector where the estimated value of the total professional services fee is below the EU Threshold.

The launch of the Dynamic Shortlisting System follows on from detailed engagement by EANI with RSUA in 2019 to help shape the procurement approach. The aim has been to create an efficient system that provides a good route into public sector work and avoids the race to the bottom by utilising the adjusted lower average pricing mechanism.

For each project, a request will be issued to everyone on the long list to express interest. A maximum of six architects will be invited to tender for individual projects or ‘bundles’ of projects based on their position on the rota in relation to all valid expressions of interest received. All architects invited to tender move to the bottom of the rota order prior to the publication of the next opportunity. 

To help you understand the dynamic shortlisting system we have organised an online information session from 3-4pm on 3 June 2020. The session will be led by Damian McCarroll, Senior Category Manager for Minor Works Procurement at EANI. There will be an opportunity for questions.
