DfI seeks views on Inclusive Mobility Framework

The Department for Infrastructure (DfI) has launched a public consultation on its Moving Together: An Inclusive Mobility Framework, setting out its “shared vision for the future where everyone, regardless of age, disability or personal circumstances, can travel safely, confidently, independently and with dignity”.

Framework scope

Promised by the previous Transport Strategy 2035, the document outlines proposed actions to improve accessibility across transport services, streets, footways, public spaces and the wider built environment.

The Framework’s scope “focuses specifically on addressing challenges identified by older, d/Deaf, and disabled people”, while barriers to travel experienced by “women and girls, children and young people, and people of racial and ethnic minorities” are acknowledged but not examined in detail.

Relevant actions

The Framework is structured around a series of overarching Principles, each supported by a Strategic Objective and a set of proposed actions. Timescales and responsible owners will be assigned to each action before the final Framework is published.

Actions of interest to architects could include:

  • Through the publication of updated active travel design guidance, ensure that projects reflect the hierarchy in practice with walkers and wheelers given priority over cyclists who, in turn, have appropriate priority over motor vehicles.
  • Embed accessibility considerations in the appraisal, design and delivery of transport investments and by seeking to apply best practice design standards alongside statutory and technical requirements.
  • Apply the Place & Movement Framework to the suite of DfI Transport Plans in development.
  • Review relevant funding and grant agreements, including the Public Service Agreement with Translink, to identify proportionate and enforceable provisions that support accessibility and inclusive design.
  • Introduce legislation designed to address inconsiderate pavement parking that will prohibit vehicles parking wholly on footpaths and parking over dropped kerbs.

Have your say

The consultation closes on Wednesday 23 December 2026.
