BCC Tender Assessment Delay Continues

Over two years after Belfast City Council received tenders from architects for its Regeneration Framework, the assessment process has yet to be completed.
The framework was being established by the Council to progress projects associated with its investment programme and growth agenda.
In May 2022, Design Teams submitted tenders for a number of Lots on the framework with Lots 1 and 2 being particularly relevant to architects. Lot 1 was for projects with a capital value of £1m – £5m and had an estimated services value of £9.9m. Lot 2 was for projects with a capital value of over £5m and had an estimated services value of £25m.
The Framework was to be available to be used by all of Northern Ireland’s Local Councils and the two universities.
Contracts were due to be awarded in the autumn of 2022 but it wasn’t until early 2024 when Lot 2 of the Framework was awarded. The successful bidders were:

Lot 1 remains unawarded. RSUA has sought regular updates on the progress of this procurement and we have been informed that Lot 1 will not be awarded until the end of the summer 2024.
RSUA has expressed its concern to Belfast City Council about the extreme delay in assessing this tender.
