Procurement Committee

Headline purpose

To promote public procurement processes which enable architects to deliver optimum value for money to the taxpayer.

How this purpose will be achieved

  • Engage with Government Construction Clients on issues including fairness, efficiency, bid costs, long term value, meaningful assessment, net zero, transparency and timeliness.
  • Engage with the Department of Finance on NI Government procurement policy and guidance
  • Review specific public procurements and provide feedback to clients
  • Review the trends emerging from the RSUA Procurement Tracker
  • Seek opportunities for new entrants
  • Develop RSUA position papers on procurement related issues
  • Develop and review the RSUA approach to design competitions
  • Provide a collective expert view on procurement matters when called upon
  • Engage and co-ordinate with other construction and professional bodies in Northern Ireland and beyond who seek to promote good procurement practices
  • Propose opportunities for learning in relation to procurement, particularly for architects and university students.

Public Benefit

Public procurement that creates the conditions for the delivery of excellent architecture will result in public buildings and other projects that optimise health, wellbeing, economic resilience and environmental sustainability.

Meeting frequency/pre arranged dates

This committee will meet quarterly, from 1pm until 2.30pm on the following dates:

  • 1pm on Tuesday 13 January 2026
  • 1pm on Wednesday 1 April 2026
  • 1pm on Wednesday 8 July 2026
  • 1pm on Wednesday 23 September 2026

Other meetings will be scheduled as required between the standing meetings and working groups will be formed to take forward specific actions.
