Change to NI Building Regs – Changing Places


The Department of Finance has announced a public consultation on a proposal to change local Building Regulations guidance around Changing Places Toilet (CPT) facilities.   

Changing Places toilets meet the needs of people with profound and multiple learning disabilities as well as people with other physical disabilities such as spinal injuries, muscular dystrophy and multiple sclerosis. 

The proposals would update the current advisory CPT guidance to make it mandatory. The regulations would apply to specific new or relevant large buildings that are commonly used by the public and would ensure that they are fitted with CPT facilities in a properly targeted and proportionate manner.  

The aim is to enhance equality and inclusion within the built environment without imposing disproportionate bureaucracy and costs on building owners, developers or on district councils whose role it is to enforce building regulations.
